Thanks for all the information above. I had to renamed my package.dat file to package-old.dat and re-ran the install. I ran the repair option and it loaded this time.

I found the issue. I had to add "everyone" in the security permission for this folder. I couldn't find which specific user it was so I added everyone. Once I did this I was able to update view again.
