Issue is resolved after correcting the new server name swisURLidentifier in website setting table. I would like to advise to solarwinds to update migration/hostname change KB article and add websitesetting table too update the swisURLidentifier value.

Sometimes antivirus causing this issue. It happens with me where SAM license was not showing after upgrade and after 2 month of troubleshooting found issue in SEP sonal policy. After disabling sonar protection it worked for me.
