NCM supports uploading/downloading configs using the TFTP. The wr command should work for the scenario you described above. To get more information about this look at the Admin guide in the Device Template section for IndirectDownload and IndirectUpload functionality.

Although Cirrus base functionality may not be ideal, you could use the Syslog/SNMP Trap server functionality included with both Orion and Cirrus ( added in v5 ). In NCM you can give users "WebViewer" role which allows that user to be able to view NCM information on the website including the Configs. Does that get you what you want.
