I am no longer having a problem with this error. It has been some time now since the error occurred. Since I am now up to version 9.5 SP5, I believe the issue has been resolved through the updates. (you did not mention, which version you are using)

I upgraded to 9.5 SP3 and I am getting the same type of errors: Event Source: W3SVC-WP Description: The HTTP Filter DLL F:\Program Files\SolarWinds\Orion\URLRewrite.dll failed to load. The data is the error. Event Source: W3SVC-WP Description: Could not load all ISAPI filters for site/service. Therefore startup aborted.
