Had a similar problem. Unistalled both Web Access and Syslog with Add/Remove programs and reinstalled. Both are working fine now.

I have been unable to test 9.1 install yet as this will require an off hours scheduled time frame to install. If files are not present and reg files are deleted this should be a clean manual uninstall ?
