We just upgraded today as well and are experiencing this exact issue. Tried running the configuration wizard again, licenses are fine and still same result. I also have a case open. Any other thoughts in the meantime?

Robertp, I actually found the problem. Our banner was causing the issue, it appears that it needs a space before the motd banner and after it. So I used rancid which doesn't seem to care to update all the nodes that weren't working :). and it worked after that.

I had this issue. It turned out to be a problem in the Alert Suppression setup. Apparently, Alert Suppression rules don't work the same as trigger conditions.
