There is an out-the-box down alert for thin APs in Advanced Alert Manager - Alert me when a Thin Wireless Access Point goes down. This alert writes to the event log but you can tailor whatever action to take you like.

 You can do this using custom properties, but it's a manual process. We will make this more automatic in a future release.

We have been having this issue for a few months, unable to open in IE but working in Chrome. We have tried quite a few things and nothing has worked, at first it was intermittent and now it doesn't work at all.
