APM does monitor Windows services. It can tell you the CPU and memory for each service. It's monitored through WMI. But that's Application Performance Monitor. Our older Application Monitor does not handle services, but that product has reached it's end of life. We only sell APM now. Does that clear anything up?

Off the top of my head, I'd say the answer is no, that's not normal. However, there are a couple things to check. We have a lot of back-up plants that are only run occasionally and the business never tells us when they shut them down or start them back up. An "unpluggable" node would be ideal.

if it is a windows device the agent should be using the dns name not an ip if not then you can push an update to the snmp agent with a GPO update. for all switches and routers just use ncm to push the new ip and once you have it moved go back and remove the old one.

I think that would require a custom script. I can't think of any of the monitors that would get that data out of the box.

This has been resolved yesterday... Reinstalling the Visual C++ 2013 redistributables X86 and X64 will resolve the issue. Thank you so much guys!!!!

Here's an update... I just deleted and re-created the alert. When I first enabled it, I got all the emails of the interfaces that were already down, but if I manually shutdown any other interfaces, I don't get any emails.
