I am pulling a cable on a local switch to trigger the alerts. The port down alert works fine, it sends the text and email and yes it's in the evnt log. When I plug it back in, the red dot goes green in overview, the interface up event appears in the log, but no restore alert is sent.

Groups not importing is unfortunately a known issue. It will be resolved in an upcoming release. Import/export of rules should be doable, though, and I'm not sure about the node connecting/reconnecting issue. If you have specific case #s I can either ping support or take a look.
