I made a mistake. It's "receiving data", not "sending data". But why error connection refused could happen ? Please help!

how about i have only 1 device, a w2k3 and i'm using ncm 5.2.2 . The error connection refused happens all the time. How can I fix it now ?

Ok now I can telnet, but still can't download configuration data. The status was "sending data " but then was "connection refused." I noticed that the status of my device is : monitoring disabled and there's a red cross on the device icon ? How come I fix this irritating glitch? Please help ASAP !!!!!!!!
