We will be making the move to DBaaS as well, I really don't want to start looking for another solution. This would be a fantastic add.

So I was able to get the Terminal Services Licensing component to work by copying the "Windows Resource Kits" Directory off of my old 2003 Server to my new 2012 R2 Server Basically needed the lsreport.exe file. Everything appears to be working correctly.
