What I'm saying is that the ISP problem is only on a specific path, there are other routes that the packets will take.

Just because there is an issue on the ISP Path does not mean that that is causing the slowness, look at the graph there are multiple paths to the destination. Routing protocols are smart enough to take the path of least resistance.

to add on to you both, i'm still puzzled by question 9, thats the one i blew.
