My take on it was that they gave you the SCM link because it specifically states what it's good at, which you can extract from the list of VMAN specialties in the answer list. Basically, the thing that SCM is good at, VMAN is not.

just curious, those who got this backwards, are you in the US? I've just always referred to it in the order that was correct (according to SW), so I was wondering if it's phrased differently in different regions.
