You are correct. To add or remove the values from a specified Custom Property you need to have administration rights. I'd argue that your user should not be able to get to the custom properties editor either, since that should be an admin only area, due to the fact that any changes are global.

I think the issue with this is really a Windows security problem, rather than something that SAM can resolve.
