The wording on the question is fine. The issue, that I can see, is that the graph is labelled Min/Max/Average. Were it Min/Max Average Network utilisation, it'd be more obvious that it's [Min/Max] [Network use]. Not that I'm reading way too much into the wording of these questions or anything!
