FYI, per your suggestion, this report was added as a default report in the 5.1 release. It should be listed as Cisco 3750 Stack - Physical Entity. Chris, that's right you mentioned it would be added in a later version! Sadly, not having a SQL 2005 server to support NPM and NCM I didn't upgrade.

you could add in a suppression alert for your transmit alert, when the receive utilization is < 90%. the net effect would be alert when transmit is >= 90, but not until receive is also >= 90 -or- the other way around. I believe you would want the least likely + alert test to be first.
