Yes. That user (test) has node management rights so i am thinking it is a bug. If you want you can test it.

You can manage with manage nodes rights but can't manage drop down selected custom properties. You can test it. Also this is not about manage custom property it is about manage custom property editor

I know we can't manage custom properties with node management rights. I know this but We don't want to manage (modify, add value, remove value, update) custom properties only want to change (select) values which created by admin. Think a simple column for a city.
