I doubt Network Atlas is in development or will even be available much longer. In my view, the advent of the Orion Maps web-based dynamic maps, and incorporating at least some aspects of the Network Atlas UI (e.g., the object chooser) into the new web tool, was the writing on the wall for Network Atlas.
