CPUs on LPARs are very funky indeed! We used to license DPA as core-based for Unix/Linux and AIX was the absolute worst OS to untangle.

Suat, there's a way to create custom users in DPA that may provide what you want. Navigate to Options -> Administration tab -> User Administration. Create a custom user with only access to which instances they need or will support. When they login, they will only see those instances that they have privs on.

You may be thinking of our old licensing model. At this point, anything you collect with DPA, you own unless you actually unregister an instance that's not being monitored any longer. I think it depends on what your body (servers and apps) can take.
