I agree! This looks like it could potentially be a resource issue. Check what service or process is consuming the cpu when it spikes it should be able to guide you which way to take.

Well we've had a similar instance happen with similar out come as the original post. When we checked the database itself we saw that there was two volumes in the database with the same identifications. In our case when we developed a custom property to differentiate the two than our alert worked.

With Unix, that was a pain point for us too. We couldn't find an object or source we could use that would accurately tell us when the system actually rebooted.
