Since you brought up compliance, PCI DSS mandates that you "do not use vendor-supplied defaults for system passwords and other security parameters" - this is the focus of requirement #2. If you must uphold PCI compliance, it's likely that this requirement will tip the scale in favor of focusing on those default passwords…

I am EXTREMELY interested in hearing some responses on this. Sometimes compliance is thrown in your lap, other times you find yourself (by choice) in a role dedicated to the job. I know IT pros that fall into both categories. Interested in both perspectives.
