Yup, and you really have to pat attention to this one in my experience. Once in a while you work with a TAM that helps you, but we do quarterly check ups to review how well we use everythign that comes with this.

Users have office 365 installed locally on their computers, and connect to a fully on premise Exchange environment. SharePoint is in the cloud and and a "latency" issue stopped outlook from opening if they had previously connected to specific resource types.

I have seen something similar when my database needed more resources. Adding 2 more vCPU and 4 GB Ram to the SQL server stopped, I had the luxury of seeing the waits in DPA, but just slowness in the message center reminds me to take a look at my performance stats.
