An update to this. While the summary view in SW showed a fewer number of actions that would be triggered (i.e. ticket generated in SN) then the SWQL, the actual number of tickets created when activated matched the SWQL

It is really odd that in some cases installing KB4103720 solves the problem, while in others uninstalling KB4103720 solves the problem.

To close the loop on this, I ended up restore the Db from backup, restoring the primary from snapshot, uninstalling all SolarWinds software and burning the pollers. I reran the installer choosing only the products I wanted to upgrade and then using the provided installer for the pollers. This got me running again with some…

Yes, thank you I did find that myself. Likewise I learned that it is useful to put the ticket creation action in an escalation with about a 1 or 2 minute delay.
