If your servers never contact your wsus server then it doesn't need the client components anyway. I have redone my wsus and pm pas server several times and never had to manually do anything for them to be auto deployed.

You can auto approve for microsoft updates through wsus via patch manager, you dont have to do that on the wsus server itself, but for third party i cant find a way to do it either. You can put in a ticket with solarwinds and they may know if its possible or not.

It looks like your adding a local account? Try it with an active directory account. I don't believe a local account would do anything for you. Are you trying to set someone up with an account to use the patch manager console on a different computer?

You could also just add the uninstall to the packageboot of the new Java install before you publish it. Ive done it in the past and it works fine. You can also use the REMOVEOUTOFDATEJRES=1 in the packageboot of the install package for the new java install but it will only remove java versions that have fallen below…
