Why don't you open up the interface in question and check that the Status shows as Down in the Interface Details page? Yeah, the online one does include the words 'includes latest released hotfix' but I agree they should make it a little clearer. However, I just did a clean install with the 12.3 offline installers in the last hour and it 100% does include all HF's.

I'm not 100% sure which log file they are referring to but I would check: Core.BusinessLayer.log & BusinessLayerHost.log
