You could use a Group Down, and a Group Warning/Critical with a focus on the root cause. The Warning/Crit might trigger due to objects of less importance that might create a semi noisy scenario. Okay, if you have not turned up logging for NCM, and specifically Policies you might try that. I did not get much in my tests so you may have to apply the rule to the device to pickup on a clear error. Just hit me back with anything else you find... Maybe active diagnostics will turn something up once the rule is set.

I think the Alert setup seems fine, though my eye's could be fooling me... I always like to use an extra set. I don't exactly have one of these to toy with, otherwise we would have a final answer.
