Did the windows guy run the License Manager to deactivate Orion on the server before installing on the VM? If not, just download License Manager from your customer portal and install it on the physical server. When yoy run it, you will be able to de-activate Orion and free the license up to install on the VM.

That delay seems like it could be a multiple of the default status polling interval of 2 minutes (if you are using that value). Check to see if the alert trigger has a delay of 8 minutes configured. It could also be partly due to simple process delay.
