It's probably polling incorrect data. After I upgraded to 2020.2.x I had to go back and fix reports as it was trying to pull something that didn't exist. UDT is not real time and it probably had not done a new poll yet. If you had forced it to re-poll it would have most likely showed that port down.

Have you tried pulling the report from NPM and viewing it to see if its blank in there? You could try and re-create the report if it broke during a recent upgrade or some of the parameters may no longer be valid.

You need to create 2 flow monitors for 9K line before applying to the interfaces you want to monitor. You just need to duplicate your first record but reference the opposite.

You would be impacted as you are not running HF2 on that version. HF2 addresses the largest compromised parts. Out of curiosity why do you want to check the previous version you had installed prior to HF1?
