If you need polling engies included for both NPM and SAM the I would recommend NAM. While Additional Polling Engines are not included with NPM, they are included with NAM.

The "test" button is attempting to use WinRM to connect. If WinRM hasn't been configured on the remote host yet then there's really no way to validate the credentials as working. To configure WinRM you will need to click the "Configure Server" button.

Indeed 'SkipAsSource' can be used, but it can also be dangerous. If you do not remove the 'SkipAsSource' when the server is no longer the 'active' member, the server will no longer have any ability to send traffic, since the only IP remaining cannot be used to source traffic.

Yes, the steps you outlined above are viable. I'm not sure there's any benefit to taking the IP address of the old server unless you have access control lists of firewall policies linked to that IP. If so, then you're on the right path.
