This is a known SQL limitation when using Alerts with "not" operators with Custom Properties that are empty (Null). To resolve the issue, either invert your alerting logic to something that is true (rather than something that is false) or populate the Custom Property you are referencing with a value.

Any user can be granted explicit permissions to remote desktop to the server but permissions used to poll the node via WMI or RPC are exclusive only to the local or domain administrator by default, unless otherwise expressly defined.

This can be achieved by using Sonic JMX along with SAM's JMX Monitor. Sonic JMX will allow you to monitor and alert for example, when the MQ heap size or Queue size thresholds are exceeded.
