I believe this error means you've exceeded the number of component monitors you're currently licensed for. To check this go to "Settings -> APM Settings -> APM License Summary". The "Total Number of Component Monitors" should not exceed the number of "Licensed Component Monitors".

How long ago did you make this change to the database names?

When you install the Orion evaluation select the express option. This will install SQL Express as part of the installation process. This should ease the installation process. 

What kind of component monitor/s does the template comprise? Perhaps a screenshot of the application details view would help answer that question.
