I recommend deleting the entire c:\inetpub\solarwinds directory, then removing the "SolarWinds NetPefMon" website and "SolarWinds Orion Application Pool" AppPool. Once you've deleted all three, re-run the website portion of the Configuration WIzard. It should recreate all of the items removed.

You can certainly try terminating the "SWJobEngineSvc2.exe" process from Task Manager and starting the the service again. This service is essential to polling, so if this issue persists I recommend running a repair on the Job Engine installer.

This may have to do with the Active Directory 2003-2008 Services and Counters template having it's own application view defined.
