The application logs are located in C:\ProgramData\SolarWinds\Logs The folder contains a lot of logs. You need to specify what exactly you are looking for or at least the problem you are having.

Do you TLS enable on the APE server? Were you able to check if the Cipher Suites on both (Primary and APE) servers are the same?

Verify if you can connect to the node and if it accepts your credentials: - WMI - SNMP

You can complete the Configuration Wizard then check (or replace) the certificate in IIS Bindings.
