Thanks for sharing the final solution although I am not getting why basic alerts settings would block advanced alerts. This doesn't appear in the Advanced Alerts section It does since NPM 9.5. it is filed under "Improved advanced alerts interface." in the release notes.

I reproduced the issue here with Local Regional Settings. The issue is not there in Orion NPM 9.0, only in Orion NPM 9.1 . Only the Date is affected, not the Time. For internal guys -> Orion TestTrack # 8031
