Unless I misunderstand your question, then I am seeing a list of the constructs that can be used. Admittedly it doesn't directly say "SWQL uses these" but uses a variation in the wording.

Hello Tony - thanks for sticking at this. The short answer is that yes, manage views is set to yes, but that is also another setting that can't be edited as no is grayed out.

As far as I can tell nothing special. I go to the account management page, select the user via the tick box and edit. Trying to remove the rights to manage dashboards and the no option is grayed out. I can adjust any other account, be they domain or local and everything from full admin down.
