I suggest the survey could be altered a bit as it is a bit binary in the choices. In some cases it may be a choice between the 2 licensing models depending on product, terms, etc. These days a preferred method may not be the case but rather what is the most cost effective including the option to prepay for licensing terms…

simple term.... Tolerance stacking. Everything may be within spec By the time you add everything up, the variances between the parts can result in the whole thing being out of spec. This applies from physical tools/machining to the entire "app stack".

The former GD (Now Lockheed) plant here in Fort Worth is about to move F-16 production elsewhere and ramp up F-35 production.
