I'd personally start with the same versions, however you CAN already start with Step one and install NPM10.7, NCM 7.3, NTA4.02 your next steps then would be NPM11.5.3, NCM7.3, NTA 4.0.2 etc.

when you purchase the licenses you get an account in the customerportal. Do you have any info about your Solarwinds ID? it's formatted SW1234567. With this you can then ask customer-Support what email address is used for your customer portal, or have your mail Address added to your company's account.

This is "Legal talk" you can not say something is 100% not affected, because there might be something else -> Schrödinger's Cat. The wording that these tools are not known to be affected gives more legal flexibility. I know it's hard for us Germans, you can't get 100%....

I would use ${Caption} instead of ${SystemName} The SystemName field needs to be filled in SNMP and i believe also "inventoried". Hope that helps.
