Many emails on blocking

Hello Team,

We have configured "Total Blocking Wait Time"  with below criteria.

High      - Min=900, Max=Empty

Medium - Min=300, Max=900

Now, I want to understand more on this suppose

I received and alert with HIGH status but that is one or two time only and when i go to dashboard/server all things are normal. i.e. blocking has cleared out.

so it looks we get this alert which is unnecessary. 

Therefore, We need this alert only should come when HIGH status > 5 times (Or any specified value).

How can be configured?
