SQL Server 2012, for both.
We also get spikes of batch requests during the day, they, too get leveled on a day-long graph.

So under resources for that instance, you will see a tab for sessions.
Click on that and there will be an "Active Sessions" metric. From your last statement, is it that those graphs get averaged as you zoom out and you don't see the spikes any longer?
If that's the case, can you submit a ticket? The solution involves editing a config file that gets a little more involved.

What do you base "active sessions" on? Running and runnable?
