Packet Loss is been determined through ICMP Request . Check the reason if there is any delay due to network latency / or the packets are simply been rejected by the device if the device is busy to respond .
QoE will let you know what exactly is happening .

If I have to choose one option out of these then what would be the best to check why the router's interfaces are having HIGH packet loss using Solaris Orion.
- The reports for HIGH utilization that is above your critical threshold
- The alerts to verify which interface is dropping packets during the day
- The syslog messages for any signs of packet loss that is occurring
- The event reports to see when the packet loss is occurring
