Anyone else see this issue when trying to deploy an additional polling engine?

I am in month two of trying to deploy my additional polling engine (APE) and wanted to see if anyone else out there is having this same issue.

Last month I was on 2020.2.4 and I was trying to deploy my APE and ran into a bunch of issues.  Support said that I should update to 2020.2.5 and that should fix my installation issues.  I normally always wait for a hot fix to come out before I apply and updates so I waited for hot fix 1 to come out for 20202.2.5.  Installed that last week and then tried to install my APE since I have updated.  That did not work.  I am still getting this error.

Last week I opened a ticket and they had me flip JSON files.  I tried that this morning and it did not work

Rebooted MPE and APE and tried that and that did not work

I tried searching the MPE, APE, and the offline installer for the Solarwinds Virtualization Manager with VMWare Events.msi and I cannot find the file anywhere. 

Any other suggestions?
