Displaying IIS Performance Counter as Gauge

Create a new Windows Performance Counter monitor you referenced above within a new or existing application template. Then assign it to the node running IIS. Once completed, go to the the Application Details view of that newly created and assigned application containing that Windows Performance Counter. Customize the page (top right of the view) and add the resource "Component Statistics - Radial Gauges" to the view. Edit/customize that resource and select the component you wish to represent as a radial gauge.

That will add the Radial Gauge to the Application Details view for that application. From there you can add that gauge to a summary view using the Custom Object Resource.
