Execution of External Powershell Failes - NPM 11.5

I'm trying to execute a powershell action with NPM 11.5 using web based alerting. The alert service is running as Local System - so it should have permissions, and I have check them manually using "psexec -i -s" to open a cmd for local system.

When triggered, the alert script faults with the event below. Any ideas?
