Making a few assumptions here if this is a new install & your first time using it but..
Each ticket Request type is associated with a particular Tech Group so your newly created Tech would need to be in that Tech Group to see any tickets associated to it. Out of the box the built in Admin account will have visibility of everything which is most likely why you are seeing a difference between the two accounts when you log in.
