Some Techs - in the SD need to be online in the system most of the time, others only need to log in now and then.
Having full tech licenses on a "named access basis only" costs a lot for these people.
Being able to have a mix of named fixed licenses and a pool of concurrent access licenses for the occasional techs would solve this problem, and also allow access for those wahting to just draw reports from the system.
