I don't see specific reason why it should not work but I haven't tried myself. I suggest to open a support ticket so that we can get logs from the agent and check what is the reason of plugin failure. Just reference this thread in the ticket so it's properly routed to development.
BTW: Have you tried to restart the agent? If not, can you try that? Sometimes it may be temporary issue and server restart may solve it.
The .NET Framework should have been installed as part of the agent deployment process if required. Are you saying you needed to manually install the .NET Framework yourself?
