Have you tried re-running the Configuration Wizard and checking all the boxes, at least for NTA, to have it re-install everything? Usually a quick fix for problems like that... Also make sure no anti-virus software might be interfering with it, best thing to do is just disable it and see if it was.
Also, in the start menu under "Solarwinds Orion" and "Documentation and Support" there is a "Orion Diagnostics" where you can run active diagnostics or produce a logfile for support.
In the main Orion directory there is also a "OrionPermissionChecker" you can run which will check the various permissions on files and such.
