help understanding snmp noAuthNoPriv security level

WHen it comes to the snmp noAuthNoPriv security level, is this saying that authentication is not required, or that it's not supported? I've ran across conflicting info on the Internet. Some say it means no authentication is used, some suggest that it means no authentication is required, but you can use authentication if you want to. Does anyone know for sure what this means?
