    Options for the "wait" field in Alert Notification Options


      Our users would like to get an alert to both their e-mail address and their smartphone (SMS) - at the same time.  I tried to set the wait field to 0 minutes.  That setting did not generate an SMS.  I changed the wait field to 1 minute and the SMS was created.  What are the rules/logic for the Wait field?
