    Manual alerts only notify primary e-mail address?


      While completing a setup and test scripts, I noticed that if I created a manual alert for a user, that user only received notification at the address listed as primary.  The user has their alert notification policy setup to wait 1 minute then send alert to their smartphone via short SMS.  The never received the SMS.  We tried another test sending an e-mail that triggered the alert for that user.  They received both the e-mail (at their primary address) and the SMS on their smartphone.


      Is this the way the manual alert function works?  Just sends to the primary and ignores the alert notification policy?
